Project builds successfully and runs, but no "Create New User" link appears

Does anyone know why the downloaded project doesn't show the "Create New User" link?  Without that link, you cannot create a new user to get into the time entry system.  I assume there must be some parameter value to set for the Login control, but I am unsure how to fix this issue. 

Any help would be greatly appreciated.  I do understand that I can *manually* add a hyperlink to the User_Create.aspx file, but I am under the impression that the Login control is supposed to insert the "Create New User" link automatically.

Hi msp5:

You can change the default values from the web.config located in the following directory \timetracker\web.conf. Check the app settign section for addition information.
