Can I use Syware's Visual CE 11 to develop applications to be distributed on Windows Mobile Marktplace?

There's a marketplace forum at http://social.msdn.microsoft.com/Forums/en-US/mktplace/threads. This question would have been better suited there.

Is Visual CE a complete development environment or is it a control set to be used with Visual Studio? If it is a complete development environment then have you compared its output to the rules for the Marketplace to if it falls within them?
