    You're probably not going to find one that is attractive for webforms as there is really diminishing interest in webforms compared to other .net web technologies such as MVC. It's also a bit harder to put together. You can, however, find a regular bootstrap template and cut it up yourself to style your webforms application. Websites like ThemeForest and WrapBootstrap have lots of great bootstrap templates for a small price. Some come with a starter for MVC, but most are just HTML/JS/CSS and can easily be broken apart to make a good looking application.

    I suggest that you could go to official website to learn about bootstrap:https://getbootstrap.com/docs/4.3/getting-started/introduction/

    Then you could design your own page. It is designed similar to normal html page.

    Besides, when you using visual studio to create webform, there is modal page designed which includes bootstrap.

    You could modify the codes depending on it.
