The feature matrix states that the starter edition of Xamarin Studio can be used to make 'small' applications. Could someone please quantify what a small application is? At what point will I have to shell out money? Also, can you submit small applications to the app stores? I seem to remember seeing that somewhere but I can't find it now.

For developers just getting started with Xamarin, we’re introducing Starter edition, a freely-available version that supports device deployment and app store publishing for small apps with no third-party library dependencies and less than 32k of compiled C# code.
