Maybe you could use a powershell script to compare the disk usage in a period of time. If the log folder stop working , the disk usage of C:\inetpub\logs folder won't change any more.
In event viewer there is none such kind of function to alert user, the event viewer do not have classic event ID for IIS log.
So the powershell script maybe the only way to achieve this. Maybe any other third-party tool could do this as well.
