    If the data is in an oracle db can the datareader connect to it? what are my options?

    export your Table to CSV in Oracle, then put it on an Internet storage and use Data REader read from URL, or just upload as Dataset

    If you need this to be on on-going basis, then also look at ADF to copy data from Orcale to Azure blob on ongoing basis -
