Launch Mobile App Service in Azure vs from within Visual Studio

The Azure Mobile App service appears to be a great backend for apps developed in Cordova, and I really like the Node programming interface.

I see in Visual Studio 2017 RC there is the option to create an Azure Mobile App backend, in Visual Basic.  This interests me, because I'm more proficient in VB than C#.

My question is: What are the major differences between starting a Mobile App Service in the Azure Portal, versus starting it from within Visual Studio?

Is it that one version will be in Node and the other in Visual Basic?

From Azure portal we could find that available Backend languages are Node.js and C#, the new option (or template) seems enable us to create Mobile App backend in Visual Basic.
