  • You can't use Microsoft.Office.Interop.Excel on a machine where Excel is not installed.

Microsoft.Office.Interop.Excel.dll is just a translator (called an Interop Assembly) to help you talk to Excel. It does not work when Excel is not there to talk to.

You can use a library like ClosedXML (https://github.com/closedxml/closedxml and http://closedxml.codeplex.com/) to read and write Excel workbooks when Excel is not installed.
