SQL Server Business Intelligence Studio option not appearing in menu

Our server machine has Windows 2008 Server R2 Enterprise installed. I installed SQL Server 2008 R2 Express with reporting services on it. I also installed Visual Studio 2005 installed on it.

When I goto SQL Server 2008 R2 folder in Start Menu, I am not seeing option for SQL Server Business Intelligence Studio. 

My another PC has Visual Studio 2008 installed with SQL Server 2008 R2 Express. In this PC it is showing the option and when clicked, it opens Visual Studio 2008 like IDE.

Is it necessary to install Visual Studio 2008 to use SQL Server 2008 R2 Reporting Services?

I am using SQL Server 2008 Express R2. There is only one self-extractable EXE. I extracted this archive in a separate folder. There is no Tools\Setup folder nor any file vs_setup.exe.
