Deploy designer workflow as Globally deploy

Hello
We have reusable workflows developed in Designer.
We export it and then import it in Visual Studio before deploying.
But when we deploy the solution from VS, workflow deployed successfully. But after deployment I need to open designer again and need to publish the workflow globally. Then open list settings and assocoate that workflow to the list.
Is there any way to manage below from feature
1. Deploy the WF as globally deployed
2. Associate the WF to list

as you import the wf in a vs you can attach an feature to it .
so on feature activated attach the workflow (guid/name) to the lsit via the object model

Yes we implemented the code in Feature event but WF need to be published globally before associating it to list.
Is there any way to do it via feature?
