why wouldn'tyou use Visual Studio 2019 Community which is free, or Visual Studio Code which is also free.

(not idea, but not out of the box)

No.  ASP.NET Core support started in VS 2017.  Core 3.1  requires VS 2019.

No you can't . You need after VS 2015 all versions of visual studio you can use .net core and  update 3.3 or later
