How do I launch IISEXPRESS outside of Visual Studio - is it possible?

I am following a simple tutorial that has me using Windows "notepad.exe" to write very small .aspx files. And I cannot test them without a server running in the background. So, I would like to know how to launch iisexpress outside the integrated IDE. Thanks for reading.
