I'd avoid storing in files. You could also store in another shared repository, such as a dbase, Sharepoint (ECM), ...

Synchronisation is a way to keep resources the same, when you distributed the resource instances (over different locations/servers).

First way to do so: avoid this issue. In a farm environment, you have some options. What kind of resources are we talking about? What is the problem with storing the resource in a dbase, or on a NAS/SAN with replication functionality? This avoids storing multiple resources, but assures they are "always available" ?
