Append duplicate query string to end of URL RRS feed

I am running into an issue when migrating an ASP/ASP.NET site from IIS 6.0 and Windows Server 2003 to IIS 7.0 and Windows Server 2008. The issue is that a duplicate query string is appended to the end of the URL which arises when I redirect a user from one page to another (including the return URL in the query string).

     Example:

    1. User navigates to Page0.asp
    2. Page0.asp notes that user is not logged in, redirects to Login.aspx. Url = "Login.aspx?returnURL=Page0.asp%3FreturnUrl%2FPage0.asp
    3. User enters username and password, submits form
    4. Login.aspx logs user in and redirects back to Page0.asp
    5. Cannot load page because url = Page0.asp,Page0.asp
