  • If you mean "Windows Runtime Apps"  ,

    these documents  help you:

Building universal Windows apps for all Windows devices

Build universal Windows apps that target Windows and Windows Phone

  • As of Windows Phone 8.1 there is the option of a converged App Model called "Universal Apps". Not all functionality of both platforms is available in Universal Apps but outside of specific use cases you can use that to create an App that shares the majority of it's code.

The only thing required for development of such Universal Apps ist Visual Studio 2013 Update 2 (or newer). The software platform underneath must be Windows 8.1 Pro. If you want to use the Windows Phone Emulator (instead of testing on a real device) you will need a CPU that supports SLAT.

A little aside on naming: there is no Windows 8.1 Mobile - the mobile OS is called Windows Phone 8.1. The Desktop/Tablet version is called Windows 8.1.
