The ServiceModel Metadata Utility Tool can be found at the Windows SDK installation location, specifically, C:\Program Files\Microsoft SDKs\Windows\v6.0\Bin. You can download the windows sdk from http://msdn2.microsoft.com/en-us/vstudio/aa973758.aspx.
