  • These type of errors are frequently caused by permission settings on the database. The KB article at http://support.microsoft.com/kb/175168 should hopefully point you in the right direction.

  • I find it a bit suprising that the file name shows up as '(unknown)'. Something to try would be to see which process has the file locked and what the activity is for files that are being accessed (and what the result of those operations are).

To find out what process has a file open, you can try looking for a handle with part of that name using Process Explorer, from http://www.microsoft.com/technet/sysinternals/ProcessesAndThreads/ProcessExplorer.mspx.

To find out what files are being accessed and whether those operations are succeeded or failing, you can use Process Monitor, from http://www.microsoft.com/technet/sysinternals/ProcessesAndThreads/processmonitor.mspx.

The "restart IIS" sounds like the Access file is being locked - one way to get around this is to make sure that the connection is closed and that no pooling is taking place.
