Setup hangs after asking for Live email.

I'm actually having this problem with two separate computers. One is a desktop dual-booting (on a separate HDD) with Windows 7 Pro x86. The second is a laptop, also duel-booting (same HDD, different partition) with Windows 7 x64.
I'm trying to install 64-bit Developer tools, the setup goes fine until it asks for a Live account, after clicking submit the setup goes to a green page with a spinning cursor and stays there. Once I managed to get past this step on the desktop and sign-in, the problem then became that any Metro apps that used the Internet would fail to work. I've tried doing an offline account, and once I get to Windows I have the same problem.
I tried doing a refresh on the desktop and it worked once, after restart it went back to Metro apps (that connect to the internet) failing to work. While it was working I managed to download Firefox to verify internet connectivity. Subsequent refreshes and reinstall have had no effect.
I have tried re-downloading the ISO, and re-burning the disk, but nothing has changed.
It's also worth noting that I have previously had a fully-working copy of Developer Preview x64 (Without the developer tools) running on the desktop back in September.

Each time that you setup the Live accounts are you using the same Live ID? Have you tried using a different Live ID and if not can you try that? Please let me know the results.

Hi m-i-rite,
in addition to Chris's suggestion, please ensure that your password is 16 or less character long. You may also try to change your password using a different OS and then login to WDP using the changed password. Also, updating your drivers to the latest win7 drivers and running the problematic ones in Compatibility Mode may help.

There doesn't seem to be any driver problems as both computers seem to see available wifi networks, and make wired connections. And Firefox works properly even when the Metro apps do not.Wednesday, December 21, 2011 12:58 AM

Please check if your Screen Resolution is set to minimum of 1024 x 768 and that your UAC is enabled. You may also like to go through related issues discussed on the link below:

UAC is enabled. The desktop is set to 1280x1024 on one display, and 1024x768 on a second. The laptop has a 1366x768 screen.Wednesday, December 21, 2011 1:47 AM

Please try Live Id login issues discussed on the link below. I really don't know how to help you right now, since you have tried nearly everything, including a reinstall from a fresh download. What bogs me is that you had a working WDP in the past. Tried to update your BIOS? .
Here's one method suggested by Marilyn:
'Can you get into Safe Mode with your user account and password?
Press AND HOLD Shift+F8 during boot. Then see if you can logon.'

That sounds like the problem is connectivity. That could be tricky diagnosing at boot time. I would start with ProcMon for its Boot Logging option. If the problem is just connectivity after boot use NetMon. You can actually use Fiddler2 as an easier to read alternative but W8's permissions make that harder than it would be in W7...I see searching here is just as useless as it is on Answers. I was trying to find you a previous post about this. Previously I mentioned Eric Lawrence's tip and the Build video about tracing.
