Working, but no formatting master page/css/images

Strange behaviour.

I've installed the time tracker twice now, got it working just fine with SQL 2000 and the members/roles, etc..

But, the master pages don't seem to be working.....there's no formatting showing up, images aren't loading, etc.. 

The weird thing is, they are showing up in the designer!!  Just not when I run the site via IE.

Any ideas?  I haven't changed a thing except for the connection strings.

Update.....

I  took this to my home computer, repeated the process, and it works fine there.  Strange that the same exact process isn't working on my work computer.

Can anyone think of a possible reason that the timetracker program is not using the master page or any formatting for that matter on my work computer?  It must be something simple but I've looked at it some many times I must not be seeing it.

I've also reinstalled 2x on the same computer and I get the same problem each time.
