  • Hi elnuryashar,

    Welcome to the MSDN forum.

What’s the .NET Framework version did you want to install? Firstly, please make sure your OS edition is compatible with the .NET Framework version, you can check the system requirement of your downloaded .NET Framework version on the download page. Since your OS edition is Windows 8.1 and shipped with the .NET Framework 4.5.2.

Per the error message, it recommends you restart the computer. Please go to Windows update and install all pending patches and restart the computer not shutdown.

If it not works, you can have a try with the following methods to restart the computer:

    1. Turn hibernation off by running the following command as administrator: powercfg.exe /hibernate off. After running it, restart the computer and the setup should work. You can turn it on again by using

    powercfg.exe /hibernate on

    2. Restart your PC, not shutdown. Fast start up doesn’t reload everything, but restart does.

    3. Navigate to Control Panel—Power Option—Choose what the power buttons do—Change settings that are currently unavailable and uncheck the box “Turn on fast startup”.

If this issue persists, I need your help to the installation log. Please use http://aka.ms/vscollect to gather the installation logs. After using it, you will find vslogs.zip under %temp% folder. Please upload the file to https://onedrive.live.com/ and share the link here.

    Best regards,

    Sara

  • Hi elnuryashar,

    Thank you for your update.

I have checked your log file and there is no installation files about the .NET Framework 4.6.1, and found the following error message in VSSetupEvents.txt:

    >>[Product: ICA -- Error 1706.No valid source could be found for product ICA.  The Windows Installer cannot continue.]

There are many similar 1706 error in this log file, could you please try to install other programs, see if the restart requirement will occurs or not.

If the same issue persists, that means this issue is not related to the .NET Framework and more prefer to your OS issue.

    Best regards,

    Sara

  • Hi elnuryashar,

Have you tried to install other programs and the restart issue still occur or not? If can help us to confirm this restart issue is related to the .NET Framework installation or more related to the OS.

Meanwhile, please try to temporarily disable any anti-virus software and clean up the %temp% folder, then run the .NET Framework installer as administrator.

    Best regards,

    Sara
