  • You can prompt the user to enter a phone number.  (Not guaranteed to be correct or unique per phone.)

You can use the Anonymous User ID, ANID or ANID2, to programmaticly get a unique user id.  (This can be duplicated by the user on up to 5 phones.)  (See the UserExtendedProperties ANID -> ANID2 changes in WP8 thread for a discussion on the differences between the two IDs.)

You can use the DeviceUniqueID property in the DeviceExtendedProperties Class to programmaticly get a unique ID for the phone.  (Guaranteed to be unique for a phone, but not portable for the user like the Anonymous User ID or phone number.  Also not the differences between WP7 and WP8 targeted applications for the property.)
