Thank you for posting your question here.
Yes, the use of a Virtual Network is free as long as you don't enable cross-premises connectivity by creating a VPN Gateway. Even if you do enable it, it is still free during the Preview. According to the Virtual Networking Pricing Details, the expected price for the cross-premises Windows Azure Gateway will be $0.05 per VPN connection-hour after General Availability.

Hello EV,
You can have a Virtual Network without ever enabling cross-premises VPN connectivity. In that case it would be free indefinitely.
Once you enable the VPN Gateway (after GA), you will be charged per hour and for egress traffic. However, you are always charged for egress traffic anyway. That's not specific to VNets. I'm only mentioning it for completeness because the specific monthly dollar amount can vary by the number of hours in a month (assuming always connected) and the amount of traffic delivered outbound by the tunnel.
