Actually. The next version of style cop (v 4.2) which is in internal beta right now will be released externally.
This is a link to the future external home of the tool, it is just a placehodler tight now but as soon as we release it, this page will be updated:

As far as I am aware, this tool is and will always remain, an internal Microsoft tool.

Is there a rough timeline for this? Obviously you can't give out dates, but should we be looking for it next quarterish? next yearish? or next Visual Studio release?

No - No specific date. we deliver it when we feel it is ready - it isn't driven by any Microsoft Product group (like VS). We are quality driven, meaning once we feel it meets our qualitybar and it has proven itself internally in MS then we release it.
But if I were to venture *a guess* I would say next quarter.

Source Analysis (a.k.a. StyleCop) was released to the web yesterday. It can be found at http://code.msdn.microsoft.com/sourceanalysis/.

Are there any plans to extend StyleCop to cover Visual Basic or are there any plans to have a StyleCop like software kit for Visual Basic?

The Visual Studio Code Analysis team does not own StyleCop, I think you want to try this forum instead: http://code.msdn.microsoft.com/sourceanalysis/Thread/List.aspx
