Blocking Issues Win 7 64 bit Framework 4 RRS feed

  • Question

  • I had this problem with my existing Windows 7 64 bit install, so I wiped everything and did a fresh install.  Before installing ANYthing else, I tried to install Framework 4 using this file: en_.net_framework_4_full_x86_x64_508940.

    I still get the same blocking message which looks like this:

    Blocking Issues:

    The setup cannot run in compatibility mode. For more information, see the <A HREF="http://go.microsoft.com/fwlink/?LinkId=164156">Readme file</A>.

    The .NET Framework 4 is not supported on this operating system. For more information, see the <A HREF="http://go.microsoft.com/fwlink/?LinkId=164156">Readme file</A>.

    I really need this resolved.  Can anybody help?

    Thanks
    Gregg

  • Hi Gregg,

    To change the compatibility mode take the following steps:

    1. Right click on setup.exe and click Properties
    2. Switch to the Compatibility tab
    3. Untick the "Run this program in compatibility mode for" checkbox
    4. If you have a button at the bottom of the dialog entitled "Show settings for all users" click this and repeat step 3 in this window.
    5. Click OK until you have dismissed all dialog windows

    If the problem persists, please try the following steps for further troubleshooting.

    1. Use Cleanup tool or by manual clear the previous installation of .NET Framework 4.0 (and any beta pieces)

    2. Run the installer to install .NET 4.0 with Administrator Privilege
        Note: Right-click the installer >> "Run as Administrator"

    3. If any problem occurs during the installation, use Collect tool to collect the log files for further troubleshooting.

    The steps to collect the log:
    - Try to clean your "%temp%" folder (Start Menu >> Run >> Type "%temp%")
    - Install .NET Framework 4.0 Standalone installer
    - Collect the logs from "%temp%" folder
       Collect tool: http://www.microsoft.com/downloads/details.aspx?FamilyID=e0da314f-6216-4a18-bc6b-7d29cf83af20&displaylang=en
    - Diagnose the cause of failure installation
       You can Send vslogs.cab file to me (v-fifei<at>microsoft<dot>com)
       Note: Please attach the link of this post in the mail.

    Thanks.

  • Why are you trying to install .NET 4.0?

    If you intend to install Visual Studio 2010, the VS installer will install 4.0 as part of the process. If you are not a developer, you really don't need 4.0 until you install software that requires that version.

    I'm not sure where you found the file name you cite, but I think you want this:

  • Hi GreggHav,

    Please use the standalone download link, provided by pvdg42.

    In addition, from the error message, it seemed the installer was trying to run in compatibility mode, please right click the .exe > Properties >Compatibility (tab) > uncheck the compatibility mode (checkbox), and run the setup again.

    Let me know if you have further problems.

    Thanks.

  • pvdg42, I am a developer and I tried (first) doing an installation of VS 2010.  That installation also would not install framework 4.0 so I was giving the stand alone a try.

    The file name came from the file I grabbed from the msdn download area.

  • Thanks, Figo.  I'll check those properties.  Same blocking issues on Windows7 32 bit.  Hopefully it's as simple as unchecking that checkbox!

  • Still not able to load the framework.  I have formatted my drive, reinstalled Win 7 64 bit, did the critical MS upadtes.  Framework 4 will NOT install.  Same error.  My system is a dual boot with a 32 bit version of Win 7 on the other.  Would that make a difference?  BTW, Framework 4 won't load on the 32 bit either.  Same message.  The compatability mode IS unchecked on the .exe.

    I really would like to get this resolved.  Thanks for any help.

  • Hi Gregg,

    Did you download and use the installer from http://www.microsoft.com/downloads/en/details.aspx?displaylang=en&FamilyID=0a391abd-25c1-4fc0-919f-b21f31ab88b7? Please also try this installer on other machines, is there any problem?

    If it proves to be installer problem, please try to download it again and ensure the integrity of the installer.

    Thanks.

  • I'm having the same problem as Gregg. The signature matches, compatibility box is unchecked, but installation of dotNetFx40_Full_x86_x64.exe fails on Win7-64.

  • I was having this issue trying to install the full version of .NET v4.0...I only had Client and required components in the full version.  No matter what I tried: changing compatibility modes, running as administrator.

    The setup cannot run in compatibility mode.

    I received the message whether I tried to install OR uninstall it (Using add/remove programs).

    I used the .NET Framework Cleanup Tool that I got here (http://blogs.msdn.com/b/astebner/archive/2008/08/28/8904493.aspx ) to removed the .NET v4.0 client.

    I still received the error from the installer.

    Here how I got it going.  If you're at your witts end...try this.

    • Use the above cleanup tool to remove any other .NET v4.0 frameworks.
    • Download the full installer (dotNetFx40_Full_x86_x64.exe) from here...http://www.microsoft.com/downloads/en/details.aspx?FamilyID=0a391abd-25c1-4fc0-919f-b21f31ab88b7&displaylang=en
    • Extract it in to a new folder using WinRAR or 7-Zip, for example "c:\downloads\dotNetFx40_Full_x86_x64\"
    • Once extracted, you need to edit 3 files, all "ParameterInfo.xml".  Following from the example folder in step two, the three files are located

      c:\downloads\dotNetFx40_Full_x86_x64\ParameterInfo.xml
      c:\downloads\dotNetFx40_Full_x86_x64\Client\ParameterInfo.xml
      c:\downloads\dotNetFx40_Full_x86_x64\Extended\ParameterInfo.xml

      EDIT ALL three files, do NOT edit one and copy it to the other folders...they are different and this won't work.

      In each file, you're looking for a block of code that looks like this...
      <BlockIf DisplayText="#(loc.Blocker_in_OS_Compatibility_Mode)" ID="AppCompatMode">
      <Exists>
       <IsInOSCompatibilityMode />
      </Exists>
      </BlockIf>
    • Remove these these 5 lines from each file to disable the compatibility mode check.  Remember to save.
    • Once that is done, open a DOS prompt in Administrator Mode and run the setup utility located in the "dotNetFx40_Full_x86_x64" folder created above.  You need to tell it what architecture you're on.  If you're running 32-bit Windows, use

           setup /x86

      If you're using 64-bit windows, use

           setup /x64

    It should bring up the installer and continue normally without receiving the compatibility mode error.  I suspect other installers suffering from this error might be able to be modified in a similar way.

  • The previous post doesn't work either. I have tried every single thing on Google to try to "fix" this issue. I always get the same compatibility error even after I tried to remove the xml logic. Is there something fundemetally wrong with windows that it will not allow the package to install? I have Windows 7 64 enterprise. It just kicks back this generic Error 13EC. Is there a way to make Windows not fail this XML logic that is being run by the installer?

  • Hi VC6fan\Jriver99,

    From the logs uploaded by Vc6fan, the issue is the OS version

    [8/5/2011, 14:0:8]OS Version = 7.0.8000, Platform 2
    [8/5/2011, 14:0:8]OS Description = Future OS - x64 Ultimate Edition

    [8/5/2011, 14:0:8] OS Version Information

    If you have installed the windows logo toolkit, you will end up running into this issue. Resolution is to either install framework 4.0 before installing Windows logo toolkit or the following workaround suggested in the connect bug

    a. Run ‘appverif.exe’ from Start -> Run.
     b. On the right pane, click on the first executable listed.
     c. On the left pane, expand the ‘Compatibility’ node and right- click on ‘HighVersionLie’.
     (This item should have a check mark next to it. Ensure that it remains checked.)
     d. Click on ‘Properties’ on the context menu.
     e. In the Properties dialog, adjust the following values:
     i. Major Version = 6
     ii. Minor Version = 1
     iii. Build Number = 7600
     f. Click OK on the Properties dialog.
     g. Repeat these steps for each executable listed in the right pane.
     h. Click the ‘Save’ button to save these settings.
     i. Close the AppVerifier.

  • FYI, the post on Friday, March 11, 2011 8:34 PM from Samael69 fixed this issue for me. I was getting the same compatibility error referenced in the first post to this thread. My environment is Windows Server 2003, SP2, Enterprise, x86.

    Unfortunately, I am now getting this same ridiculous error when trying to install Visual Studion 2010. I tried installing from a network drive but will now copy the installation files to my local machine and try from there.

  • Believe it or not this problem extends passed the frustration of installation of the VS 2010 product AND/OR .Net Framework v4. I am getting the same error when I attempt to 'REPAIR' The .NET Framework 4 Client Profile from the Control Panel\Programs\Programs and Features of my Win 7 64-BIT SP1 system.

    Short story:

    I recently bit the built and dl'd the VS 2010 Professional-Trial version for evaluation. The install of this product went successfully. I have been using the VS 2010 Express version for several months along w/SQL Server 2008 RTM and all the relevant updates/fixes. I tried to start a new ASP.NET MVC 3 project in the trial version and noticed there was NO MVC3 templates accessible for use?? I then googled for the ASP.NET MVC 3 standalone version, downloaded and started that install. It crapped on me with the following mes:

    IDOK. INSTALLMESSAGE_ERROR [A later version of Microsoft ASP.NET MVC 3 - VWD Express 2010 Tools is already installed. Setup will now exit.]

    Which in my case would be true since I can create MVC3 apps., all day long from my VS 2010 Express product. (I wonder why the install did not just update my VS 2010 Professional-Trial OR better yet, why didn't the VS 2010 Professional-Trial install just include an existing copy of the ASP.NET MVC 3 templates for me, or if there were known compatibility issues with my installed version, just download an appropriate version ??

    I am not sure where to go from here with this problem, so I am throwing my hat in the bucket as well and hoping to get a possible fix for the issue real soon.

  • If you want forum readers to see your post, you should start a new thread. Posting to an old thread like this one  hides your problem.

    I'm not sure I understand your problem. Is your issue with .NET 4.0 or with MVC 3?

    Assuming it's .NET 4.0 (as you say you tried to repair it), you should first uninstall .NET Framework 4.0 using Add/Remove..., then follow these steps:

    Follow the steps exactly:

    Before trying to install .NET Framework 4.0, execute this command from an ELEVATED Command Prompt provided by the .NET Framework Team:

    "This issue is likely caused by a bad ACL on assembly\tmp folder. After installing updates, the ACL propagates to installed assembly folders in both 4.0 & legacy GAC.  If those updates were installed by WU or another user, the propagated ACL will prevent install of the same assembly by the current user.

    A work around would be to reset the ACL on GAC dirs.

    for /F %D in ('dir %WINDIR%\assembly %WINDIR%\Microsoft.NET\assembly /s /b /a:d') do takeown /F %D && icacls %D /reset /T"

    After running that command, follow these steps:

    Please follow these instructions exactly:

    1. Download a fresh copy of the standalone installer for .NET Framework 4.0:

    http://www.microsoft.com/download/en/details.aspx?displaylang=en&id=17718

    2. Also, clear your %temp% directory and disable your AV software.

    The %temp% directory is a reference to the Temp folder associated with the current user. To clear it, do the following:

    Sign on to your system with the Administrator user account you will use to run the installer. Click the Start Orb and type %temp% in the search box. The search results will show the Temp folder you want. Click on the Temp folder to open it in Windows Explorer, then delete the entire contents.

    3. Run the standalone installer from step 1 As Administrator.

    Note: Just using an administrator account is NOT enough. To activate full privileges, you must right-click the installer, then select Run as administrator.

    If the install fails, provide complete install logs as follows:

    Please collect your install logs with this:

    http://www.microsoft.com/downloads/details.aspx?FamilyID=E0DA314F-6216-4A18-BC6B-7D29CF83AF20&amp;displaylang=e&displaylang=en

    After you run Collect.exe, you'll find vslogs.cab in your %temp% directory. Please upload vslogs.cab to a public site, like SkyDrive, and post the link here.

  • Hey pvdg42,

    Thanks for the response. I was just about to start a new thread when I ran across this 'Blocking Issue' and though I would add my two cents worth to the same talk that has been occurring here. My issue is with MVC 3. It was not included when I install VS2010 Prof-Trial and I read read about 'REPAIRING' the .NetFramework 4 - Client item to restore this appl to its' original installed state. I downloaded a standalone copy of ASP.NET MVC 3 installation product and commenced the install. As noted in my original msg:, I stated: [A later version of MicrosoftASP.NET MVC 3 -VWD Express 2010 Tools isalready installed]

    In search of a solution for this problem I ran into the suggestion of 'REPAIRING' as mentioned above, hence my eventual arrival at the blocking problem. I was hoping the resolution of one blocking problem would resolve all blocking problems but I haven't found the solution as yet.

    I am not quite sure why, but I retried thru the WPI 4.0 installer and it installed successfully, but I still do not have templates for my Prof-Trial. I am going on the hunt again for th VS 2010 Professional-Trial forums and maybe I can get an answer to my question on why I can't see the ASP/NET MVC 3 templates when I attempt to start a new project. If I ever have a situation that calls for cleaning the ACL on GAG I can use your insightful notes for possible resolution.

    Thanks in advance . . .
