I have installed VS community after that VS Enterprise 2017. I have tried deleting /Document/IIS Express folder, Running as Admin, Reinstalled <g class="gr_ gr_276 gr-alert gr_spell gr_inline_cards gr_run_anim ContextualSpelling ins-del multiReplace" id="276" data-gr-id="276">IiS</g> Express, Repair VS Enterprise.

Solution is:
Turn Off "Real-time protection" in Windows Defender Security Centar.I try exclude almost everything in"Exclusion" section of Virus & threat protection setting of Windows Defender, but solve my problem is turn Off "Real-time protection".
If anybody know what exactly need to exclude, I am glad to know it.

Try running Visual Studio as an administrator.

Running Visual Studio as an administrator is not solving my problem.
I try delete all bin, obj, .vs folder, start, restart computer, VS2017 ..., nothing helped.
This error sometime just not occur. I can not find pattern to reproduce it.This start happening with VS 2017 15.9.3
