I have a .NET sevice will send a message to a ASP.NET server about something had happened.

Then I want the ASP.NET will broadcast this message to all connected browers, in turn will make a button be visible on the webpage.

Actually you have to do the reverse of what you mentioned.

You have to cerate a Web service in your ASP.Net application and from javascript you will continiously call that service (let say after every one minute). When your .Net service will update the data in database. Your ASP.Net service will return true or false based on that or you can return whole data. For details how to call a webservice from javascript see this link:-

Also have a look at this one, in this post I am continiously calling a service from javascript:-

Yes, data can be pushed to the client from server.   There are some third party tools like Lightstreamer which can help you in achieving it.  Or else if you are building your application using Silverlight then you can implement Duplex webserivce.

If I can put a TCP server object inside an ASP.NET application (noraml ASP.NET application using VWD Express/VS 2010), once the TCP server listen to the port and got a message from another .NET service, the Lightstreamer can send a message to all 'connected' browsers?
