Using Binding the refresh is automatically executed every time you change a property in your view model

You can achieve this interface INotifyPropertyChanged in your ViewModel, which means that the class fires a PropertyChanged event whenever one of its properties changes. The data binding mechanism in Xamarin.Forms attaches a handler to this PropertyChanged event so it can be notified when a property changes and keep the target updated with the new value.

You can refer to this link for details https://docs.microsoft.com/en-us/xamarin/xamarin-forms/xaml/xaml-basics/data-bindings-to-mvvm

If You want to achieve the Pull To Refresh Layout result, you can use this plugin to achieve it. https://github.com/jamesmontemagno/Xamarin.Forms-PullToRefreshLayout
