Under my Azure AD Enterprise applications, there is a Microsoft Visual Studio Team Services:
When I clicked the item, the Overview is shown, but the Delete option is disabled:
How do I delete this Enterprise application?
It is preventing my Azure AD from being deleted and is clocking at 15 cents per hour non-stop!

The answer is you need to go to
Enterprise application (the screen shot above in the problem statement) => Properties =>
You will see "Enable for users to sign-in" => change it to no.
Now you can delete you tenant, you don't need to delete the app.

1. Document - You can’t delete a directory through the Azure Management Portal

This is not answer to the question. The user has asked a definite question. A generic guide is not the answer here. The portal should have been capable enough.
The strange part is there is no option to downvote. only upvote.

Mr Abhishek suggestion (Disable user sign-in on App properties) worked flawlessly to delete "Visual Studio Team Services".
Short answer, direct and effective.
