No  (and that would defeat to whole purpose of Office web apps)

If you are looking at Beta 2, then you will also need to download and install the Office Web Apps

Here's some info on web apps (for Beta 2 anyway, most likely has changed with the RC) http://techtrainingnotes.blogspot.com/2009/12/sharepoint-2010-office-web-apps-in.html

"Business customers licensed for Microsoft Office 2010 through a Volume Licensing program can run Office Web Apps on-premises on a server running Microsoft SharePoint Foundation 2010 or Microsoft SharePoint Server 2010."

So, it looks like if you are deploying in your organisation, you need to have license for Office 2010 client. I may be wrong, but best is to ask your local Microsoft guys.

Why then is Microsoft saying that I need to 1st install Office 2010 before I can use web apps?

"Before you can start using Office Web Apps, you must install the Office 2010 Beta. Looking to use Office Web Apps for your organization"

    http://www.microsoft.com/office/2010/en/office-web-apps/activating.aspx

    Makes no sense to me...
