Mobile Page (.aspx) files are parsed in UTF-8. All strings within the application are in Unicode. By default a mobile page's response is in UTF-8. In other words the mobile application (and asp.net web application) converts Unicode strings in UTF-8 encoding when returning page content to browsers. So if a device supports UTF-8, it should just display the characters without problem. But if it doesn't, one way you can do is to set ResponseEncoding according to the supported encoding on the device.
