Thank you for your question.

If you want to create C# project with whatsapp package to send message, please refer to below steps:

1. You need to choose whatsapp in manage nuget package of C# project.

2. Search whatsapp 

3. install whatsapp web version

Now you can use whatsapp to send message.

Can I send SMS in whatsapp by using C# application.

To send message with WhatsApp in C#, if possible, you can try "Twilio API for WhatsApp C#/.NET ".
