  • Hello Noxx Systems,

    This message usually means your card was rejected because it is a prepaid card, which is not accepted by the developer program. Or, it could mean that your bank is blocking international transactions. It can also mean that the name and address you provided do not match what the credit card issuer has, these need to match 100%

  • Well, it happened with me when using a (Debit) card, which is already added and has been used twice to purchase apps from the store.

    Funny, not all App Purchases go through when using an International Debit card. It's not the card or the Bank's fault, the payment gateway doesn't always recognize the need for a secondary Pin/Password entry request (Verified by Visa/MasterCard SecureCode) and does not do the redirect to the bank site.

    Funnily enough, when I am adding the payment method (using the Debit Card) I get redirected and INR 2/- gets deducted successfully and immediately after that the purchase transaction is refused.

    Blaming the card is a cop-out! This scenario should be tested better by the store! There are people who have Debit cards and would like to pay using one!

    The card requirements for the developer program are different from consumer purchases so even if your card was accepted for Windows app purchases it may not be accepted by the developer program.

    Please review the payment requirements listed below:

    • You may use credit cards or debit cards to pay for your subscription.
    • VISA and MasterCard are accepted and in some markets, American Express and Discover.
    The developer program does not accept credit or debit cards that use chip and PIN security, such as VISA VSDC (Visa Smart Debit/Credit), MasterCard MChip, American Express AEIPS, and JCB J Smart.
    • Due to the identity verification requirements the developer program does not accept prepaid cards, ATM bank cards, direct bank account information (wire transfers, etc.
