I have written a HttpHandler, which will respond to all files with extension ".js".  My issue is that I want to skip the HttpHandler when the file exists.  How do I accomplish this.

You do not. That simple. That is not possible. THe routing routs requests to the HttpHandler. Period.

Now, your HttpHandler could just check that the file exists and return it's content. Would take maybe 5 to 10 lines of code. But then, that is not skipping the handler.

You dont. You have your handler send the file if it exists.
