Authenticating to AD when AD is locked down (privledged accounts can query only)

Ok, this problem has been haunting me for a while and i haven't seen any other posts on here that addresses this particular issue  My organization recently changed its AD policy so that only service accounts can query active directory (ie: no anonymous binds).  The directory type that i'm trying to authenticate to is iPlanet.  Typically in the past i would autenticate a user account like this:

objEntry = New DirectoryEntry(Simple enough, if the password failed, an exception was thrown.  However now the problem is that I have to put my service account in the <username> and my service account password in the "password", then try to figure out a way to query the userID and password of the user that i want to validate.  I'm pretty new to directory programming, but any sample code or suggestions or anything to get me going in the right direction would be much appreciated.  Your help is much appreciated.
