InfoPath has now been split into 2 separate Office applications in 2010:
InfoPath Designer - is used to create / design infopath forms
InfoPath Filler - is used by end users to only fill out and submit infopath forms, with no ability to design or create forms.

Same as it was in 2007 - just the piece you use when filling out forms on a client machine (not the piece you use to design forms). It's just listed as 2 separate products now in your Program Files, but it's the same as before.
