how to develop a metro apps using html5 / Javascript and C#?

Is possible to use html5 / Javascript and C# together to develop a metro apps?

For example, on GUI developed in html5/Javascript, there is a take-camera function. When a user clicks take-camera button, the photo can be taken by device. I am planning to use C# to do it. So I have to use html5 / Javascript and C# together, and is it possible?

Yes, that is something you can do. You would create a WinRT library project in C# and you can call into that from your JavaScript application. See http://msdn.microsoft.com/en-us/library/windows/apps/hh779077(v=vs.110).aspx for a walkthrough example of how to do this.
