Update: this is working for us now. Just received a tweet from MSFT/Azure tech support that they have fixed the issue with PIN creation. Thanks!

We have the same problem here as well. It startet a few days ago, before it worked OK
Error Code: 0x801c03ed
We use Azure AD joined clients that have finger print sensors. The user is always asked for a PIN after sign in. But the PIN does not work.
Thanks,
Alex

hi everyone,Our engineers are currently investigating this issue. One thing we have found is that it can occur if the device has been un-joined from AzureAD and then an attempt is made to join it to AzureAD again.Could you let me know if that may have happened to the devices in question? Was it joined to AzureAD previously, un-joined and then joined again?thanks

We have tried both clean install and unjoin/rejoin AAD. Both scenarios get the PIN error.
Please note that IF this error does happen because of an unjoin and rejoin, that MSFT has a TechNet blog post recommending that as a mitigation for the 0x801C03ED error! https://technet.microsoft.com/en-us/itpro/windows/keep-secure/microsoft-passport-errors-during-pin-creation?f=255&MSPPError=-2147217396 However, as I mentioned, even a fresh install gets the PIN error so I don't think this is related to an unjoin.
