Is there any alternative to Microsoft visual studio 2017? It's heavy. Will Microsoft visual studio 2017 community edition (not enterprise) do the job for starter?

Not really.  What do you mean by "it's heavy"?   You have choices during installation, and don't need to install everything with it, only what you think you'll use.  The community edition is a full featured version, and yes, you can use that, assuming you meet the conditions for that free version.  (Scroll down to Usage in the following page: https://www.visualstudio.com/vs/community/ )

    Hi,

you can make use Visual Studio Code or JetBrains Rider.

For heaviness: you can decide not to install everything if you don't want to and save lots of Gb on your hard drive by only selecting those workloads that you want/need: https://docs.microsoft.com/en-us/visualstudio/install/install-visual-studio. Don't do UWP? Don't install it, etc.
