Is it possible to create interactive, webapp-like canvas elements with WinUI on UWP?

I want to create a UWP app with WinUI 3. Is there a way to have dynamic canvas elements which users can move around and interact with? I'm hoping to achieve something like this https://napchart.com/q3ocy. I tried looking in the documentation but can't find anything.
