Hello there,
In my SQL server web edition
"Microsoft SQL Server 2008 R2 (SP3) - 10.50.6000.34 (X64) Aug 19 2014 12:21:34 Copyright (c) Microsoft Corporation Web Edition (64-bit) on Windows NT 6.3 <X64> (Build 9600: )"
I couldn't find database mirroring option by right clicking on database!

witness only? what does it mean/
That means witness is the server which just enables the mirror server for automatic failover when primary server is down due to some issue.

Look at High Safety mode for witness usage

See Features Supported by the Editions of SQL Server 2008 R2; Mirroring as source or target is not supported in Web Edition, it can only act as Witness
