I was just about to start using the deployment technique, Automating Deployment with Microsoft Web Deploy, but i don't have the Management Service Delegation icon on my Windows Server 2008 R2 server. How do I get that to appear?

I also had this issue, but found that the features required are not installed when using the Web Platform Installer. I downloaded the Deployment Package from http://www.iis.net/download/WebDeploy and chose to change my installation which listed the IIS 7 Deployment Handler and Management Service Delegation UI as not being installed. Check whether you have "Management Tools" Role Service for IIS 7 (or later) installed.

Hi, yes that is installed, and I have the Management Service icon, but not the Management Service Delegation icon.

I downloaded the standalone installer, and it said that (expectedly) it was already installed. Doing a repair did nothing, so I un-installed and re-installed using custom settings. In the custom settings, the Management Service Delegation is not selected by default, so I had to select it. Now I have the icon in the Iis console.

Hi, I kinda have the same problem. I downloaded the MS Deploy Installation file and when going to the custom page to enable the "IIS 7.0 Deployment Handler", it is not there. I only have the "Remote Agent Service" and the "IIS Manager UI Module". Is there another way how to install the IIS 7.0 Deployment Handler please? I would say that this is a bug in the installer since it doesn't tell you that certain features are not shown due to missing requirements.
This is the script that I run before installing the Web Deployment Tool. It will enable the delegation option in the installer.
dism /online /enable-feature /featurename:IIS-WebServerRole
dism /online /enable-feature /featurename:IIS-WebServerManagementTools
dism /online /enable-feature /featurename:IIS-ManagementService
Reg Add HKLM\Software\Microsoft\WebManagement\Server /V EnableRemoteManagement /T REG_DWORD /D 1
net start wmsvc
sc config wmsvc start= auto

Thanks hef, that enabled the feature in the install for me. So I did a complete web deploy 3.0 install after running the commands you suggested. I do see the correct options. But when I start IIS Manager, All I see under management is 'Configuration Editor', 'Feature Delegation', and 'Shared Configuration'. I am running Windows 7 Ultimate x86 with IIS 7 on the same machine.
I have the problem and tried everything (ran the script, deinstall Web Deploy 3.0, reinstall as Admin, choosing all options).
Nothing works. The services (WMSVC, MsDepSvc) are up and running, but there is no icon in the IIS 7 UI.
I need to configure the IIS for remote deploy, but can't do it.
Is there another solution?
This problem seems trivial, but it is a disaster for every developer, who wants to test his internet application in an IIS environment.

You need to go to ControlPanel, select Programs and Features, search for WebDeploy, select Change, and add all missing features. Then restart the IIS Manager and icon will finally be there.

I have reinstalled the Web Deply v3.0 following the instructions provided here but still no icon.

Unfortunately, some features of IIS are not intended to work with client Windows installations (e.g. Vista, 7, 8, etc.), unless some of the "higher-end" editions include such support that I don't know about. From the book Pro ASP.NET 3.5 Framework* :
IIS is included with most versions of Windows, including the client versions such as Windows Vista
and Windows 7. We do not recommend deploying an MVC application to a client operating system.
There are some pretty fundamental restrictions in these versions of Windows that make them unsuitable
for all but the smallest and simplest web applications.In trying to go through a tutorial in the book, I had overlooked the the above text and couldn't for the life of me understand why I couldn't find the features in IIS that I was supposed to enable or configure, working entirely in Windows 8.
Of course you can still do your Visual Studio based development in Vista, 7, or 8 or whatever.

Any ideas?
I am in the same boat. I ensured the pre-requisites are in place before the commandline install of webdeploy 3.0 still no luck in getting the management delegation gui to showup. as well as the msdepsvc service to install on the win2012 server.

Use Web Deploy for Hosting Servers from within the Web Platform Installer. I had the same issue and had to uninstall using the redistributable package (see the tiny link under download that says additional downloads). Once I had my server back to a clean slate, I found that I could use the Web Platform Installer only installing Web Deploy for Hosting Servers.
