    I am pretty new to c# with about a year of experience ,i had been given a task of making a 2-4 man card game that runs on the browsers,i was wondering if i should use c# signalR or maybe some other feature that c# has?

    Yes, you can use SignalR to implement a real-time card game since it needs high-frequency messaging functionality.

    You can search some examples on github which you can refer to.

    For example:
