  • Hi moonfaceddr,

Thank you for posting in MSDN forum.

I checked your log find the following error messages about the TestTools:

    >>[1f90:0004][2017-03-20T21:09:33] Error: Package 'Microsoft.VisualStudio.TestTools.NE.Msi.Targeted,version=15.0.26208.0,chip=x64' failed to install. MSI: C:\ProgramData\Microsoft\VisualStudio\Packages\Microsoft.VisualStudio.TestTools.NE.Msi.Targeted,version=15.0.26208.0,chip=x64\Microsoft.VisualStudio.TestTools.NetworkEmulation.Msi.x64.msi, Properties:  REBOOT=ReallySuppress ARPSYSTEMCOMPONENT=1 , Return code: 1714, Details: The older version of vs_networkemulationmsi_x64 cannot be removed.  Contact your technical support group.  , Signature: PackageId=Microsoft.VisualStudio.TestTools.NE.Msi.Targeted;PackageAction=install;ReturnCode=1714

Seems that the old vs_networkemulationmsi still remains on your machine, that the new one couldn't install well. Please try the following steps to remove previous  old packages:

    1. Go to Control Panel—Programs and Features, if there has ‘Microsoft Visual Studio 2017’, right click it and choose ‘Uninstall’

    2. Go to the folder: %ProgramData%\Microsoft\VisualStudio and delete the ‘Packages’ folder and ‘Setup’ folder.

    3. Go to the Visual Studio installation folder (normally under %ProgramFiles(x86)%\Microsoft Visual Studio) and delete the folder ‘2017’

After that, make sure windows update is up-to-date, clean up the %temp% folder and temporarily disable any antivirus software, reboot the computer and try again with offline installation of visual studio.
