  • Also some Users in one application hitting one of the databases on that server get the error, but not everyone gets it.

    Based on my understanding, it happens only on one of a particular database, right? To narrow down the issue, would you please check if there are any particular constraints in firewall on the database? Are there any different from other database? According to the error code and link, it seems that the issue is related to firewall. How about it if you disable firewall?
