  • Either move the mouse into the lower left corner of the screen (no clicking required), which will bring up the mini version of the Charms menu there or press Win+C. Hope that helps.

  • That only brings up the Start menu and the time.  Maybe Microsoft didn't add this yet to the preview?

  • It is tricky the first few times, but you will only see the charms on the right when swiping is available.  For mousing you have to use the lower left corner.

  • In Metro pressing any letter on the keyboard will bring up a right hand menu.

If you mean the vertical settings menu:

Bring up the charm by moving the mouse to the bottom left of screen, or using WIN+C

Then click Settings. The settings menu will appear on the right.

That little "Start menu" is the mouse version of the charms bar that appears on the right hand side for a touch display. The two are functionally equivalent.
