How to Add "Azure Information Protection"?

Hi,
I just signup Azure Pay as you Go subscription. Then try to add “Azure Information Protection” by following the instructions in https://docs.microsoft.com/en-us/azure/information-protection/configure-policy#to-access-the-azure-information-protection-blade-for-the-first-time . However, I get an error message said “We could not find a license for your tenant to use Azure Information Protection. To open the Azure Information Protection admin portal, you must have Azure Information Protection Premium P1 (included within Enterprise Mobility and Security E3) or Azure Information Protection Premium P2 (included within Enterprise Mobility and Security E5). Or, an Office 365 subscription that includes Azure Rights Management.”.
Then I try to subscribe an Office 365 free trial, and then try again, but still fails. Why?

Only the EMS licenses include Azure Information Protection https://www.microsoft.com/en-au/cloud-platform/enterprise-mobility-security-pricing
You will need to sign up for an EMS trial. See https://docs.microsoft.com/en-us/azure/information-protection/infoprotect-quick-start-tutorial

Azure Information Protection is a premium feature. To use AIP, you need a premium license. For more information see - Requirements for AIP and AIP pricing page.
