  • Hi Developer19,

    C++ was designed to be a low-level platform-neutral object-oriented programming language. C# was designed to be a somewhat higher-level component-oriented language. C# is easy to study, but its performance is not as good as c++. So it depend on your requirement, then choose the proper language.

  • There are a few choices there.

    •  .NET programming with C# or VB
    • Win32 programming (C APIs)
    • C++ with MFC
    Here we won't discuss which one is the best. But for all of the above you will use Visual Studio IDE. There is a free Express Edition available.

    Besides, Java apps can be written for Windows Mobile (not very common though). You can find some free JVM to start with.

    Hope this helps.

  • Hi,

    Unfortunately, in the express edition of Visual Studio you can not develop applications for Smart Devices, you would need the professional edition for this purpose.
