Hello Dave,
It seems it is better for you to consult this issue from NuGet related forums:
https://nuget.codeplex.com/discussions
By the way, after my research of this issue:
http://json.codeplex.com/workitem/25381
http://waldoscode.blogspot.com/2014/06/nuget-failed-to-initialize-powershell.html
http://stackoverflow.com/questions/23353951/cant-install-nuget-package-because-of-failed-to-initialize-the-powershell-host
All solutions pointed out that you need to set proper permission setting so that the pacakge can be installed. If you cannot find other solutions, I will recommend follow the suggestion to temporarily change security level. After all, you can change it back
when you finished install that pacakge.
For more details, please consult on NuGet forum. Visual Studio Setup and Installation forum talks about install/uninstall VS issues.
Best regards,
Barry
