    Can I still register as a developer?

    Yes. Tax code is not a requirement to register as a developer. That said, if you are planning to sell application, you will need to provide tax information.

    If not, you will be able to submit free application.

  • Hi Brian,

    As mentioned by Brian in your forum post, Windows Phone Dev Center minimum age requirement is 18. There are no work around and you must be 18 to sign up to Windows Phone Dev Center.
