Hi,
On my side, I can get Image Editor from Tools->Customize->Toolbars->Image Editor or from View->Toolbars->Image Editor in VS2012 Ultimate. But in VS2012 Express for Web, I can‘t find Image Editor. I believe that the Image Editor is not available in VS Express, it is only in the full versions of Visual Studio.
In addition, I did not find ‘Configure Editors’ tab in Tools->Options.
In order to edit the image, I suggest opening the image with Paint through right clicking the image and selecting ‘Paint’.
Meanwhile you also could submit this feature request:

The Visual Studio product team is listening to user voice there. You can send your ideas/suggestions there and people can vote.
Thanks for your understanding.

I ran the latest update. when I double click on an image I get a message stating
"To edit this graphic, you must associate it's file extension with the graphics editing program you want to use. To do this, from the Tools menu click Options, and then click the Configure Editors tab."
However there is no 'Configure Editors Tab' in fact I can't find anything in that menu at all to change editors.

Thanks for the response. The only issue with using an outside editor is that I want to use it for imagemap control. paint and gimp don't have that feature. it's a button on the image editor tool box. I have tried just writing it in the code but when I view the page in a browser there doesn't seem to be any mapping added.
I'm now attempting an image map of sorts using panels and images. we will see how that works
